MEETING VOTERS WHERE THEY ARE
Since the summer launch of her “Delivering for Delaware” tour, Blunt Rochester has hosted and attended nearly 150 events statewide, meeting with union leaders, teachers, parents, local small business owners, barbers, health care professionals, veterans, farmers, students, and seniors, with roundtables, rallies, college visits, parades, and small business stops.
By engaging personally with Delawareans from all walks of life, Lisa is not just talking about representation — she’s demonstrating it. Her message is clear: “When Lisa goes to Washington, we all go to Washington.”
A Robust Field & Organizing Plan Focused on Boosting Turnout
Delaware saw a 18.24% decrease in voter turnout between the 2018 and 2022 midterm elections, underscoring the critical need for a robust and proactive field strategy. Our campaign responded with a six-figure investment into the state’s coordinated field program, building a strong foundation to engage and mobilize voters across the state.
With a dedicated team of 23 staff members across the state, we focused on engaging with key groups — including Black and Hispanic voters, women, college students, newly registered first-time voters, and low-frequency voters. Our targeted outreach programs focused on reaching voters at HBCUs, among members of the Divine Nine, and, through close collaboration with Hispanic leaders and stakeholders, to make inroads within the Hispanic community. We also communicated with Spanish-speaking voters directly and strengthened connections with local clergy and houses of worship throughout the state.
This groundwork has provided vital support for down-ballot races, reinforcing the coordinated effort needed to drive Democratic wins up and down the ballot.
The campaign recruited hundreds of volunteers and knocked on tens of thousands of doors, reaching 376,176 voters at the time of publication — a 133% increase from last cycle. This robust field presence has allowed us to connect with Delawareans directly, building trust and engagement that will be essential in the final stretch.

With over $9.3 million raised — more than any federal candidate in Delaware’s history — Blunt Rochester’s campaign has mobilized broad local and national support that continues to fuel our reach and competitiveness. Our Q3 total of over $2.1 million speaks to the sustained enthusiasm behind her candidacy and ensures we have the resources necessary to meet and energize Delaware voters.

From delivering a key speech at the Democratic National Convention to ongoing statewide engagement, Lisa’s voice is reaching voters across Delaware. In addition, Lisa has released three comprehensive policy proposals focused on pressing issues — from lowering costs and growing the middle class and supporting farmers and rural communities and supporting our service members, veterans and their families.
Paid Media by the Numbers
Our paid media strategy underscores the key issues that matter most to Delawareans: jobs and economic growth, career training, affordable housing, health care costs, and reproductive rights. With a total investment of over $3 million across television, digital, and mail, we’ve ensured that these messages reach a broad spectrum of voters statewide.
We dedicated $1.8 million to television ads across critical media markets like Philadelphia and Salisbury, extending our reach across Delaware’s communities. Additionally, we allocated $675,000 to digital ads, with significant investment specifically targeting Black voters through a series of digital ads designed to address issues uniquely important to Black voters.
Our targeted mail campaign, totaling $497,000, included 12 distinct mailers focusing on economic stability, affordable housing, access to healthcare, and reproductive rights. Of this, a significant amount was dedicated to reaching women and Black voters through tailored messaging underscoring Lisa’s commitment to their concerns.
These targeted investments amplify Lisa’s dedication to the people of Delaware, meeting voters where they are and addressing the urgent priorities they care about most in this election.
